Speakers
Chi Ying Shen is an Associate Director at Skidmore, Owings & Merrill with more than 15 years of experience in New York City and Asia. With an expertise in high-rise buildings, commercial office design, and adaptive reuse, her portfolio includes a broad range of projects. Shen is currently leading the technical design of Two Manhattan West, a 62-story office tower built above active railroad tracks in the new, 7 million-square-foot Manhattan West development. Her recent work also includes the Waldorf Astoria renovation and restoration, Citi Global Headquarters, and Guiyang Cultural Plaza Tower.

In the past year, Shen has worked with clients to evaluate and integrate design responses to support pandemic resilience. She has brought a collaborative, analytical approach to these projects, working to develop solutions that can enhance workspaces in both the short-term and in the long run. She sees each of these new projects as opportunities – not only to make our interiors safer, but to create healthier, more sustainable buildings

Milagros Lecuona is originally from the Canary Islands, Spain, and has been a resident of White Plains for 30 years. Before coming to the U.S., Milagros lived in Guadalajara, Mexico, for 6 years where she taught at the School of Architecture ITESO and co-owned an art school.

Milagros served as a councilwoman in the City of White Plains for 12 years until 2019.  She was the chair of the Sustainable White Plains committee, a member of the Budget and Management committee and of the White Plains Open Space Acquisition Advisory Committee.  She represented the City of White Plains on the Long Island Sound Water Inter-municipal Committee (LISWIC) and a former member of the Westchester County Planning Board. 

Milagros is a registered architect and urban planner in Spain.  She studied in Barcelona and Madrid, Spain and holds dual master’s degrees from Columbia University’s School of International and Public Affairs (SIPA) and School of Urban Planning (GSAPP).  ​ 

Before embarking on a political career, Milagros was a successful urban planner and architect/designer .  She worked for several well-known architectural companies in NYC and Westchester before becoming the principal of her own company, Lecuona Associates, an award-winning architectural design and urban planning consulting firm in White Plains, working primarily on educational and health care facilities.

Milagros is a former adjunct assistant professor at Columbia University GSAPP urban planning master’s program. She is an adjunct professor at SUNY Empire College. She is a board member at the White Plains Historic Society and is captain at VFF Hope engine company. An avid conservationist, Milagros also co-founded White Plains Eco-Neighbors.

Milagros finds it rewarding to put her knowledge, experience and creativity to work for better communities, and hosts and produces a radio show called “Livable cities” on WVOX focusing primarily on smart growth, sustainability, providing information on how to build resilient cities through responsible policies, creative initiatives and best urban planning practices.  

Milagros has been given many recognitions for her work, including being recognized in 2015 by the 914Inc. as one of the most successful female leaders of the year in Westchester County.

Joshua Emig co-founded Network Communities in 2020 as a research project that uses the lens of networks, design, and economics to investigate the future of distributed, sustainable communities from the scale of workplaces to cities. Josh is also Head of Product for The Canoa Supply Co, a startup focused on helping companies scale their physical space and lowering the barriers to access healthier environments. He was previously a Product Director and Head of Research at WeWork, where he led efforts focused on shared work environments, the social, economic, and urban impacts of coworking, as well as technology development for the workplace. Josh earned his Master’s Degree in Architecture from Rensselaer Polytechnic Institute.
